SPECIAL BOARD AND LAKE COMMITTEE MEETING
OCTOBER 9, 2008
Chairman Lauderdale called the duly posted and noticed meeting to order at 10:04 a.m. In attendance were Lauderdale, Lake Committee Member Cindy Pena, and Foth Representative Brian Hinrichs. Supervisor Kukla arrived at 10:05 a.m. Clerk/Treasurer Kirch took the minutes of the meeting. No quorum present so meeting is informational only.
a) Aquatic Plant Management Plan Update – Cost = $5,000. Possible 80% grant reimbursable.
b) Aquatic Plant Spraying Plan – Estimate cost of $5,000. Would have to be done each year. Only want spot spraying. Possible 25-30% reimbursement from Waterways Commission.
c) Forming of Lake District – Estimate cost $40,000 (half will be Attorney fees). 60 80% covered by WDNR grant. May want to use law firm which has previously formed a Lake District (LaGrange). Easier to get grants as a Lake District than as a Town.
d) South Shore Boat Launch – Not optimistic that grant awarded for this project can be transferred to a weed harvester. If accept grant award can hold until 2010 or 2011. Plan will be scaled back; new pad, dredging, re-install same dock. Cost $120,000 with possible 60% WDNR reimbursement. Can get one-year extension if needed. Will be discussed at Lake Committee Meeting on October 13. If decide not to move forward with project, won’t get reimbursement of money already spent.
e) Weed Cutter Grant Application – Cost not to exceed $1,000. Would only be $1,000 if have to be re-bid. Could negotiate lease for new harvester. Spray mid-June and mid-July. Possible reimbursement of 50-60% of cost (full value). Confirm with Waterways Commission reimbursement percentage and that leasing doesn’t jeopardize our grant qualification.
f) Develop Phosphorous Ordinance – Previously discussed by Town Board. Can exclude Ag-zoned properties in ordinance. Commercial applicators would have to provide a nutrient management plan on an annual basis and adhere to it. Cost - $1,500 - $2,000 for a model ordinance (mostly attorney fees). Add non-phosphorous info to tax enclosure letter. Ordinance development is 80% reimbursable.
g) WDNR Lake Management and Implementation Grants – Cost - $10,000 to apply for up to $200,000. To be done October/November. Cost - $1,500 for SAG Como Auto Salvage. Won’t owe anything until we get the grant. Need two handicap parking spots for future grant money.
Supervisor Kukla left at 11:25 a.m.
Brian will sponsor one person to attend the Wisconsin Association of Lakes Conference in Green Bay in March/April. Suggests applying for a stewardship grant to purchase the Como Auto Salvage. Cost - $3,000. Could use in 2010, if not in 2009. Lauderdale will bring requests to the Board. Need to terminate current contracts with Liesch Environmental. Meeting ended at 11:50 a.m.
