UNAPPROVED
TOWN OF GENEVA
SPECIAL BOARD WORKSHOP
JULY 30, 2009
Chairman Lauderdale called the duly posted and noticed meeting to order at 9:11 a.m. In addition to Lauderdale, in attendance were Supervisors Fahey and Millard. Supervisors Kamps and Kukla, as well as Clerk/Treasurer Kirch, were absent and excused. Chairman Lauderdale took the minutes of the meeting.
Conditional offer of employment depended upon background investigation is to Jennifer L. Peterson. Lisa will train her after hours. Chief Gritzner should be able to evaluate whether part-time meets the needs of the Police Department within three months. Motion (Millard/Fahey) to hire Jennifer L. Peterson for employment as a Part-Time Police Department Secretary as outlined from the Police Commission, provided she passes the background investigation by Chief Gritzner. Approved 3-0.
Town of Geneva Police Commission recommends the promotion of Robert Haase to the position of Sergeant. Lauderdale stated he understood there was going to be a Memorandum of Understanding or meeting with respect to salary, availability, and working hours because of what happened with Officer Mulhollon. Chief Gritzner spoke to the Board and Haase: Commission requests that it be discussed that he understands this is a salaried position, with no overtime. This is a non-union position. The hours involved in accepting this position are 7:00 - 3:30. It is important for Detective Haase to continue his education in order to be eligible for future promotions beyond Sergeant. Haase stated that he did understand these items. Lauderdale stated that ideally what we would like is for the Sergeant of the Police Department to become the next Chief when and if Chief Gritzner retires. Therefore, I think that would be the reason for the Police Commissions desire for him to further his education. I understand it is paid for by the Town by the contract. Haase would relinquish the title of Detective and only hold the title of Sergeant. We will not have a Detective at that point. The Police Commission will deal with that in the future. Gritzner stated that if Bob does work for Alpine Valley, the Town gets reimbursed a full 100% for his overtime plus his fringes. Is there a possibility of him continuing to work for Alpine and then the Town be reimbursed by the County and write Bob a separate check for that overtime. Form is filled out for reimbursement. Have to check on that. May have problem converting salary to hourly wages. Will address later. Discussed what happens if injury occurs while on part-time job at Alpine. Discussed Haase receiving Mulhollon’s cell phone. Motion (Fahey/Millard) that we approve the promotion of Robert Haase to the position of Sergeant of the Town of Geneva Police Department as recommended by the Town of Geneva Police Commission with the following conditions: 1) This is a salaried position with no overtime; 2) This is a non-union position; 3) The hours involved in accepting this position are 7:00 p.m. to 3:30 a.m.; 4) It is important for Detective Haase to continue his education in order to be eligible for any future promotions beyond Sergeant; and 5) A one-year probationary period during which time if unsatis¬factory work performance he will be returned back to patrolman status with the same seniority he has at this point. Approved 3-0.
Motion (Millard/Fahey) to adjourn at 9:25 a.m. Approved 3-0.
