TOWN OF GENEVA

SPECIAL BOARD/WORKSHOP MEETING

APRIL 21, 2010

Chairman Lauderdale called the duly posted and noticed meeting to order at 4:06 p.m.  In attendance were Lauderdale, Supervisors Millard, Kulik, Administrator Downing, and Highway Superintendent Parker.  Supervisors Kamps, Kukla, and Clerk/Treasurer Kirch were absent and excused.  Administrator Downing took notes of the meeting.

Additional pier needed due to second weed harvester, can also be used by police boat.  Will have two piers, one on each end of lake.  Length of pier to be 4’ x 48’.  Four quotes for construction and installation were received; Austin Pier Service-$4,990, Gregg’s Piers & Lifts-$5,400, Action Marine-$5,430, and Gage Marine-$4,500.  Considered Action Marine’s bid as they donated tents each year for the FunFestival that would normally cost approximately $2,000 to rent.  Item not budgeted for.  Police and Highway Departments will be selling off older, extra equipment and should be able to cover the cost along with the amounts budgeted for snowmobile patrol, plus funds budgeted in Other Lake Expense.  Motion (Kulik/Millard) to accept the bid for $5,430 from Action Marine.  Approved 3-0.

Police Department has two snowmobiles which are no longer needed.  Minimum bids to be $700 and $1,000.  Motion (Lauderdale/Millard) to sell the two snowmobiles owned by the Town.  Bidding to be done on Craig’s List and in local paper for sealed bids until July 1, 2010.  Approved 3-0.  Mower (6’ wide to pull behind a tractor) and miscellaneous stuff Highway Department doesn’t need any longer.  Motion (Lauderdale/Millard) to sell the mowing apparatus, to be advertised on Craig’s List and in local paper until June 1, 2010.  Minimum bid of $600 for mower.  Approved 3-0.

Motion (Lauderdale/Millard) to stop the tape recorder as it is open discussion only and no action will be taken.  Will resume with tape recorder on prior to adjournment.  Approved 3-0.

Workshop discussion on the short-term and long-term goals for the Town of Geneva.  Discussed Lake Geneva Canopy Tours, ETP vs. ETZ.  Discussed votes at County Board level.  Supervisor Kulik discussed cost-cutting, the poor economy, homes for sale on South Shore, sewers, budget, no increases.  Wants to sit and absorb the flow of work at the Town Hall.  Discussed part-time, full-time, and reducing employees.  Provide sheets on personnel and any other pertinent information to Kulik.  He would like to know who is on what committees, paid committees, Secretary to Plan Commission, etc.  Employee handbook, ID card, key, business cards, County contact booklet, password to email box needed.  Kulik doesn’t support funfest.  Town shouldn’t be in that business.  Hoping the VFW or someone else would take it over.  Downing relayed that she is trying to set up a 501(c)(3) to get this away from the Town but it takes over a year and a half to do that.

Discussed weed raking and whether to have high school or college kids.  Need to pay them.  Budgeted $7,000 for this ($8.00/hour).  Kulik going over to Pewaukee Lake for the “model.”  Need to have raking done between piers as Kulik doubts weed cutter will fit.  First year will be learning experience, will get rid of the weeds and be better for fishing and swimming.  Kulik is interested in the following committees: Parks, and School Board.  Discussed fire department situation, fire department liaison position.  End of year contract needs to be looked at.  Back on the record at 5:21 p.m.  Discussion complete, no action taken.

Motion (Millard/Kulik) to adjourn.  Approved 3‑0.
